KHT has been practiced by lay people as well as licensed doctors after a decision of the supreme court on April 17, 1994 stating that it is not illegal that the general public insert the needles to others if it is performed without pay, even though they are not practitioners. As a result, KHT volunteer members can perform KHT for charity.
